Billy was born in Southampton, NY on Long Island and grew up in Malibu, CA.

He started his career as an actor and musician, fronting many bands and playing or recording with members of Flashback, Earth Wind & Fire, Bachman Turner Overdrive, The Grass Roots, Tyranny, Billy Cowsill, Frances Plante-Scott, Rose Royce, Buffalo Springfield Revisited, and others.

He has appeared in numerous film and television programs as an actor including Max Dugan Returns for 20th Century Fox, and Crack: The Big Lie for the Disney Channel. Bill was also a DJ for KBU 91.9 FM Radio [1983-1984] and host of "Surf Rat City News" on KBU TV [1986], both carried on Falcon Cable.

Bill is currently performing & recording with a Gospel band in Los Angeles, CA.
